Essex County
Correctional Facility
Metro Energy Solutions was contracted by the Essex
County Improvement Authority (ECIA) as the energy
consultant and construction manager to the ECIA with
respect to the installation of a cogeneration plant to
provide the primary source of electric and thermal energy
for the Essex County Correctional Facility.
The Essex County Correctional facility is a brand new,
state of the art, $250 million correctional facility located
in Newark, New Jersey. The prison is comprised of (4)
housing units and (1) administration building. The facility
is host to more than 2,000 inmates.
The 6.172 MW cogeneration plant provides more than
39M kWh to the facility as well as the thermal energy
(steam) required on the site.
On behalf of the ECIA Metro Energy negotiated a 20
year power purchase agreement ("PPA") with DCO
Energy to operate and maintain the plant. The cost of the
energy facility was $19,500,000 and was funded by
bonds issued by the ECIA.
The energy facility came on-line September 2004 and
has saved the ECIA millions of dollars in energy costs
since the commissioning of the plant.
